Dharavi Slum Redevelopment: A $5 Billion Transformation Led by Adani

Dharavi, located in Mumbai, is one of the largest slums in Asia, home to over 8 lakh people. It sits on valuable land in the city, making it an area for potential redevelopment. In 2004, the Maharashtra government planned to turn Dharavi into a modern township with high-rise buildings and better facilities. The plan aimed to relocate 68,000 people and offer free 300-square-foot homes to those who lived there before January 1, 2000, while charging others who moved in later.
However, the project faced many delays. In 2018, the state government renewed the redevelopment plan and invited global companies to bid. In 2020, the government cancelled the earlier bids and planned to issue new tenders. Finally, in 2022, the Adani Group became the highest bidder with a Rs 5,069 crore offer, beating the Rs 2,025 crore bid from DLF Group.
The plan is not just about building new homes. The project will also provide modern infrastructure, schools, hospitals, gardens, and recreational areas. People who qualify will receive apartments of at least 350 square feet, which is bigger than most other slum redevelopment projects in Mumbai. The government will also use 21 acres of land from the Kurla dairy to accommodate people who do not qualify for free housing.
The redevelopment will help relocate over 6 lakh residents in an area of 2.5 square kilometers. The total cost of the project is expected to be around Rs 23,000 crore, with the work planned to be completed in seven years. Dharavi, with its mix of homes and small businesses, will undergo a complete makeover. The project aims to create a better living environment for the people and become an example of successful urban renewal.
