The Haryana Shahari Vikas Pradhikaran (HSVP), earlier known as the Haryana Urban Development Authority (HUDA), is the key organization responsible for urban planning and city development in Haryana. Objectives of HSVP 

The prime objective of HSVP is the planned urban development of cities in Haryana. To achieve this, land is acquired and developed for:

  • Residential colonies – Affordable housing projects, flats, and plots.
  • Commercial projects – Shopping complexes, business centers, offices.
  • Industrial hubs – Land for factories, warehouses, and industries.
  • Institutional areas – Schools, hospitals, administrative offices.

It also contributes towards affordable housing, supporting citizens with limited income, government employees in lower categories, and weaker sections of society.


Eligibility for HSVP Housing and Plot Schemes

To maintain fairness and ensure plots reach genuine applicants, HSVP has eligibility rules:

  • Applicant must be a domicile of Haryana.
  • Annual household income should be below ₹3 lakh.
  • Applicant must not already own a residential plot in Haryana.
  • Group D employees of the Haryana Government can apply.

Procedure to Apply Online - How to Apply

The application is now completely digital. Follow these steps on the HSVP portal:

  1. Visit the official HSVP website.
  2. Register on the portal and fill the online form.
  3. Upload documents like PAN, photographs, and society papers.
  4. Pay the fee online and keep the application number for future reference.

If allotted a plot through HSVP’s lottery system:

  • 25% of plot cost must be paid within 30 days.
  • Remaining amount must be cleared within 180 days.

Important Guidelines for Co-operative Societies

  • A person can hold membership in up to five societies.
  • After allotment, only one membership can be retained.
  • An individual can own only one plot or flat under HSVP cooperative schemes.

Vivadon se Samadhan Scheme (VSSS)

A major initiative by HSVP is the Vivadon Se Samadhan Scheme (VSSS), launched in November 2024. This scheme was announced to provide relief to plot allottees facing disputes or delays in clearing dues. It covers more than 140 sectors and aims to benefit around 7,000 plot holders.
